Is it wise to deal with them when they are not on the FCA licenced list.

They are very persistent.

Also is there likely to be any problem if I want to withdraw my money at a future date.

No, it is not smart, to use a broker that is not licensed.
 
You should always trade with a licensed and regulated broker that has a good reputation, that is not persistent and that will process your withdrawals quickly with no hassles.
